•       Dec 22, 2025: November sets all-time records for Massachusetts sports betting — $914.6 million in handle, $94.9 million in adjusted gross revenue, and $18.9 million in tax revenue.

Massachusetts took a measured approach to legalizing sports betting. After PASPA was struck down in 2018, lawmakers debated for four years before passing a bill. One of the main sticking points was college sports, as the House wanted to allow it and the Senate wanted to ban it. A conference committee finally reached a compromise with HB 5164 in August 2022, permitting college betting on out-of-state teams and in-state teams during tournaments, but banning college player props entirely.

The law sets a 20% tax rate on online sports betting revenue and 15% on retail. It also created three license categories and caps total online licenses at 15. The Massachusetts Gaming Commission oversees all licensing and enforcement. Several bills have been filed since launch, including proposals to ban prop bets and in-game betting (which have not advanced) and online casino legislation (SB 235) that remains alive as of early 2026.

Sports Betting Licenses

The Massachusetts Sports Wagering Act created three categories of licenses:

•       Category 1: For the state's three existing casinos — Encore Boston Harbor, MGM Springfield, and Plainridge Park Casino. These operators can run retail sportsbooks and partner with online skins.

•       Category 2: For horse racing tracks and simulcast facilities. Raynham Park and Suffolk Downs hold Category 2 licenses but have not yet launched retail sportsbooks.
